Freedom of Information Act
Campton Township Solid Waste Disposal District

In accordance with Section 4 of the Illinois Freedom of Information Act (Act) (5ILCS 140/1), the paragraphs that follow below are provided to members of the public as a brief description of Campton Township Solid Waste Disposal District (the district).

In 1990, the district was organized, through a referendum approved by the voters of Campton Township, to oversee solid waste collection and disposal services within Campton Township.  Boundaries of the district run congruent with the boundaries of Campton Township, except for the incorporated areas of the village of Elburn and the city of Elgin.  Solid waste is collected and disposed through a multi-year Agreement with an independent, third-party, licensed, solid-waste hauler who holds an exclusive franchise to provide subscription based, residential solid waste services within the district.

The district functions as an independent public body; free of oversight or external control by any other board, commission, committee, or council relative to district operations, policies, or procedures.  Annually, in accordance with the Illinois Solid Waste Disposal District Act (70 ILCS 3105/1), the district provides the Campton Township board of township trustees and the Illinois Environmental Protection Agency with a full and complete report of transactions and operations for the preceding year.  This report includes a full statement of receipts, disbursements, the program of work for the period covered, and may include such recommendations as may be deemed advisable.

The district​ consists of a volunteer, five-member, board of trustees appointed by the Campton Township supervisor, with the advice and consent of the board of township trustees, whereby each trustee serves a staggered five-year term, without compensation.  District business is conducted at regularly scheduled monthly meetings of the board of district trustees, held on the third Wednesday of the month at the Campton Township Community Center, 5N082 Old La Fox Road, Campton Hills, IL  Each calendar year, in early January, the district posts a yearly meeting schedule.

The district, five-year average, operating budget is approximately $2,500 per year.  The district has an established history of minimizing expenses and lean budgets.  The district does not own, lease, or rent real property or vehicles.  The district does not have any departments or subdivisions.  The district does not employ full or part-time employees.  The district may appoint district residents to serve in a volunteer capacity.  The district may, as needed, retain or engage professional services such as, but not limited to:  lawyers, accountants, consultants, or special experts.

 

The board of district trustees has designated the President and Secretary to serve as Freedom of Information Officers.  The district has not created nor does it require a specific form which must be completed to request information or public records.  To provide flexibility and ease of access to information and public records the district will accept a written freedom of information request composed in a person's own words and submitted to the district using any of the following means:

To provide utmost transparency and accountability to the public, the district maintains a variety of records on the district website, https://ctswdd.com, which are free to access and download.  More recent district records are maintained in an electronic format which may be provided electronically to a requestor, free of charge.  A requested record(s) will most commonly be transmitted electronically to a requestor in the Portable Document Format (.pdf) unless another electronic format is requested and provided the district has the technical ability to convert an existing record(s) to such format.

The district reserves the right to impose fees, as allowed by Section 6 of the Act, where a complex or voluminous request has been submitted, when the request involves significant time and effort researching historical records, or when the requestor is unable to accept an electronic copy of records.  As an alternative to receiving electronic or paper copies; requestors may view district records in person by scheduling a time, during normal business hours, to meet with a district representative at the Campton Township Community Center, 5N082 Old La Fox Road, Campton Hills, IL.
